Jeffrey Breit and Ed Schultz discuss  BP's $20 Billion Fund for gulf oil spill claims.

It seems that the folks who have seen their livelihood impacted by the oil spill have not received any money from the fund because the funds have yet to be deposited.

It is reported that the fund's administrator, Ken Feinberg, told Gulf residents he hasn't made any payments because he doesn't want the checks to bounce.
